The National Vehicle Crime Intelligence Service (NaVCIS) and Field Intelligence for HGV / Cargo Crime represents UK Police forces to work in partnership with the business community to tackle crimes.  Our focus is on preventing Crime in road Haulage and tackling organised crime whilst developing and sharing good practice between forces and private sector industries.

Our aim is to:
Improve partnership working with the business community and raise national police standards, to accurately understand and reduce the impact of crime 
Enable businesses to target resources more efficiently, through effective intelligence and information exchange, disrupting crime against business at a national level
Prioritise prevention, enabling businesses to protect themselves from crime by being a conduit of best practice and a centre of excellence, supporting all businesses throughout the UK.



Mike Dawber is a serving Police Officer, has 21 years Police service and is seconded to the National Vehicle Crime Intelligence Service (NaVCIS).

Mike is a Vehicle Crime Specialist and has been in post for the last 5 years supporting Police operations and Investigations in his role as NaVCIS Field Intelligence Officer for UK HGV / Cargo Theft.

Mike also advises Police, Law Enforcement, Business and Industry around security of UK Road Related Freight.

NaVCIS is a National Police Unit and the NaVCIS dedicated Freight Desk provide fortnightly Cargo Crime intelligence reports, monthly / quarterly / Annual Cargo Crime risk reports to business and industry.

Mike gives an overview of the threat from UK Cargo Crime, the Organised Teams of thieves targeting cargo, the disposal routes for stolen cargo, and the challenges for Police and Industry.

A remarkable opportunity to visit a rail freight terminal which provides critical support to the construction of HS2 in
London , the Home Counties and West Midlands. There will be a tour of the site for those able to attend in person.
CILT professionals will know that the site was identified by High Speed 2 (HS2)  as suitable for a construction compound.  Work started in 2018 to dismantle the disused cranes at the site, formerly a rail freight terminal intended for Channel Tunnel traffic. The first construction train ran from the refurbished facility in July 2021.

We have asked senior managers of SCS Railways to give presentations about activities at Willesden.  This part of the visit will be available to members on line.

SCS ( Skanska, Costain ,Strabag) Joint Venture JV is constructing 13 miles of twin bore tunnels on the HS2 route to its southern terminus.  SCS will be running 6 Tunnel Boring Machines, 5 of them simultaneously.

Phil Breen has worked for the Driver and Vehicle Standards Agency (DVSA) for over eighteen years, working in both Testing and Enforcement departments. Having been a Traffic Examiner for several years, he brought this knowledge forward into heading up bus compliance for DVSA and now looking after the Earned Recognition scheme. The DVSA Earned Recognition is the flagship Enforcement scheme for DVSA, which enables the agency to free up resource so they can target the serially and seriously non-compliant. This helps us all stay safe on our roads, as well as offering both costs savings to members & giving commercial advantages. The Earned Recognition audit standards, sets a blueprint for what compliance looks like for an operator or business, ensure safe vehicles operators and drivers operate within our towns & cities. This ensures the safest environments for our communities. These audit standards sit alongside commercial modules for contracts relating to TfL, HS2, LPT2, Concrete operations and the Guild of British Coach Operators to name but a few. 

Phil’s role within Earned Recognition is to develop the scheme and engage with the ER members. Also, Phil engages with industry to understand the development and take up of new technologies, that are in line with the ER ethos of safety & compliance. Aswell as informing industry about the Road to Earned Recognition programme, aimed at new operators and helping them get it right from day one.

Across much of Europe from France to Norway, disused railways have been converted to velorails where customers can pedal their way in rail-mounted vehicles to enjoy the passing countryside. This had never happened in Britain or Ireland until the Mayo community of Kiltimagh took the initiative. Their railway which once liked Claremorris with Sligo had been closed to passengers in 1963 and to all traffic in 1975, but unusually the mothballed rails remained intact, and in the face of opposition from people who wanted them lifted to make way for a conventional trail or road the promoters were able to gain permission from Irish Rail to use the section of track stretching 9 km either side of Kiltimagh. Much work had to be done in clearing and repairing the track, perfecting the road crossings and the station area. Funding was from public funds from the Department of Rural and Community Development through Mayo County Council and through the LEADER programme via Mayo LAG and South West Mayo Development Company CLG matched with support from project partners Mayo County Council and IRD Kiltimagh CLG. The velorail opened in June 2023 with 4 and 5-seater vehicles, and offers an experience unique in these islands which promotes active travel while preserving the integrity of the route.
