Luton is a large town and a unitary authority of Bedfordshire some 30 miles north of London with a population estimated to be in excess of 200,000. It is a compact town covering an area of only 17 square miles (43 square kilometres).

Being such a densely populated multicultural town places great challenges on the council in the provision of its services to the public. This is no less a challenge than the council's fleet transport section which is situated within the Street Services Division of the Department of Environment & Regeneration.

The section is responsible for the provision, maintenance and disposal of more than 530 vehicles and plant from a single site workshop. Employing 11 technicians and five full time MOT Inspectors, on a split shift system, fleet transport is proud of its achievements to date. The thriving MOT testing station carries out almost 5,500 MOT tests annually at classes 4,5, and 7. Through all external contracts the section generates almost 29% of its income from public utilities and other external customers. The 13 bay workshops is open from 7:00 am to 9:00 pm daily, servicing and maintaining the highly specialised and diverse fleet.

Luton Council takes an active rôle in the development of the young people of the town with fleet transport recruiting an apprentice every year. This came to fruition, when in 2010, the section was honoured at a recent national awards ceremony held by the Association of Public Service Excellence (APSE), with the Apprentice of the Year accolade.

Moving forward, the Council is at the hub of a shared service initiative in fleet management and workshops with two other neighbouring unitary authorities, the fire and police services and the NHS. A significant reduction in operation costs is predicted together with improved efficiencies and vehicle availability.
