There are many examples of companies that have taken elements of their business and moved them from their native country to other (usually lower cost) economies. Some have been successful, whilst others have experienced significant difficulties. Recently, there have been examples of companies reversing off-shoring decisions and deciding to source locally. Yet more have implemented mixed models.
In this seminar we investigate factors (both tangible and intangible) that do, or should, influence off-shoring decisions. We will use case studies to highlight potential issues. We then go on to look at tools and techniques for ensuring that once the decision is made, processes are properly managed and systems configured appropriately. Through interactive group discussions and exercise we will encourage delegates to share their experiences. Finally we will present our views on future trends and market requirements.

Seminar and Technical Visit - Ashford Inner Ring Road Shared Space Project

A pioneering public realm scheme in Ashford in the Garden of England has merged the boundaries between engineering and art to provide an innovative solution to transport and environmental issues.
One of the key transformational projects to revitalise the town centre, has been the unprecedented step in removing the current one-way ring road built in the early 1970's, and replacement with a series of two-way quality streets, jointly designed by artists and engineers. Based on the philosophy of ‘shared space', which has been successfully implemented in continental Europe, but is still in its infancy in the UK, a greater balance between the needs of pedestrians and motorists is anticipated to be achieved. Ashford's old ring road, which still carries around 11,000 vehicles per hour, has therefore evolved into one of the largest ‘shared space' schemes in Europe.
Unnecessary street furniture, road markings and traffic signals have been removed and the speed limit decreased to 20 mph to enable better direct communication between all road users, whilst artist designed elements enhance the street scene. Space claimed back from the highway has been transformed into public areas for recreation and events.

Where: RAF Brize Norton, Oxfordshire
RAF Brize Norton is the largest Station in the Royal Air Force, employing some 3900 Service personnel and over 600 civilians. It is an extremely busy station and constantly in the public eye, as the main airport used for deploying UK troops worldwide.
RAF Brize Norton is the home of the RAF's strategic air transport (AT) and air-to-air refuelling (AAR) forces. With its VC10, TriStar and C-17 fleets, RAF Brize Norton provides rapid global mobility and AAR flexibility - two fundamental elements of expeditionary Air Power that currently underpin both National and NATO defence strategies. The Station is also about to take in the C130 tactical transport aircraft from RAF Lyneham.
AT tasks include the operation of schedules to Cyprus and UK operational bases in the Arabian Gulf and in Afghanistan. In addition, Brize Norton provides airlift for other UK operations overseas and numerous exercises. AAR tasks include the deployment of aircraft for operations and exercises, the provision of AAR support for Air Defence forces that provide UK Homeland Defence, and routine AAR training for UK and NATO air forces throughout Europe.
Brize Norton operates 24 hours a day, 365 a year to move nearly 200,000 passengers and 23 million kg of freight, bags and mail each year in support of the British Armed Forces in all theatres throughout the world. The provision of support for civilian aircraft chartered by the MOD and operating through Brize Norton requires the provision of manpower, mechanical and IT support for a wide range of aircraft such as Boeing 747, Airbus A340 and Antonov 124.

The Supply Chain Network has been running for nearly five years. It was set up as a networking and learning opportunity for younger people working within the supply chain in retailers, manufacturers and logistics providers - we use the word 'young' loosely, ages ranging from 20s-50s - a beating pulse is the important factor!
The group numbers about 50 people, with 20 typically at any one meeting. We meet about every six weeks or so in a pub in central London. Networking normally starts from 6pm onwards with snacks at 6.30pm and the 'formal' presentation from 7pm, with more networking afterwards. We aim to have a mix of 'experts' and presentations from within the group. The environment is very informal. The objective is discussion rather than a formal presenter at the front, with presenters encouraged to bring issues as well as experience.

The development of Telford International Railfreight Park was initiated through a partnership between Telford & Wrekin Council, MOD and the Homes & Communities Agency (formerly English Partnerships) in 2001. The project culminated in the reinstatement of approximately 3km of railway line from Wellington to Donnington and the construction of freight handling and storage facilities at Donnington. Opening in mid May, TIRFP is the first rail terminal to the west of the West Midlands conurbation. It is 19 hectare site of regional, national and international importance, incorporating a rail terminal hub and 10 hectares of development space.

Although somewhat drawn out, the Government is moving towards finalizing the legal framework for ‘Workplace Parking Levies’ (WPL), the ‘Cinderella’ of the charging world. Some of the key issues and the need for approvals of the first application of WPL, in Nottingham, were considered by Parliament last month. Many within the transport industry regard WPL as a very impure form of charging and certainly only an indirect method of tackling congestion.
Peter Bradbury will speak on the proposals and possible results of introducing WPL in UK towns and cities.

Coaches have been described as the Cinderella of the public transport network – but do they offer a potentially low-cost, high-quality solution to some of the public transport accessibility gaps in the wider South-East? Richard Walker has been seconded from the DfT to SEERA to look at the issues and opportunities presented by inter-urban coaches. Is a regional strategic coach network feasible? This lecture is a follow-up to that given in November 2007, and looks at the issue afresh, in the light of subsequent developments.
Richard Walker is a geographer and chartered town planner with eighteen years experience in transport planning both in the private sector and public sector. He was Chair of the Transport Planning Society from 2003-2005.

This visit features commercial activities around the River Fal and includes a boat trip. Falmouth Harbour Commissioners, an independent statutory body, run the port commercially and raise revenues from vessels which use the harbour, and charges levied for services provided to leisure craft, merchant and cruise ships. Facilities include moorings, a boat park, lay ups, public slipway, visitors’ yacht haven, a fuel barge and pilotage service. The Commissioners balance financial viability with environmental responsibility and effective communication with stakeholders.

The Future of Public Transport in London

Peter Hendy was appointed as Commissioner of Transport for London on the 17th January 2006. Peter started his career as a London Transport Graduate trainee. After various positions he eventually became MD of Centre West London Buses Ltd under London Transport ownership. After leading the company through a management buy and later takeover by First Group Plc. he became Deputy Director UK Bus for First Group. Responsible for bus operations in London and Southern England, bus and light rail development and operations in Hong Kong. The then mayor Ken Livingstone appointed him as Managing Director of Surface Transport for London in 2001.
There will be a reception after the meeting at which the members and guests can meet the vice president of the Institute.

Supply Chain Network

The Supply Chain Network has been running for nearly five years. It was set up as a networking and learning opportunity for younger people working within the supply chain in retailers, manufacturers and logistics providers - we use the word 'young' loosely, ages ranging from 20s-50s - a beating pulse is the important factor!
The group numbers about 50 people, with 20 typically at any one meeting. We meet about every six weeks or so in a pub in central London. Networking normally starts from 6pm onwards with snacks at 6.30pm and the 'formal' presentation from 7pm, with more networking afterwards. We aim to have a mix of 'experts' and presentations from within the group. The environment is very informal. The objective is discussion rather than a formal presenter at the front, with presenters encouraged to bring issues as well as experience.

Access to Oxford is an integrated package of measures to tackle congestion on the A34 and the approaches to Oxford and improve the rail corridor between Oxford and Bicester. The package is required to enable the growth for Central Oxfordshire sub-region as outlined in the South East Plan.
Daniel Round is the lead officer at Oxfordshire County Council who is responsible for the development of strong and successful business case submissions to DfT, in order to release the funding required.

A study tour is being prepared to Hong Kong, provisionally for the week commencing Monday 25 January 2010.

Other activities are being planned and it is hoped to tailor the programme to the interests of those participating. The plan is to organise a group booking to Hong Kong from Heathrow, although participants are welcome to make their own arrangements or to fly from other airports, probably leaving on Saturday 23 January. The programme itself will take place during the week 25 - 29 January. An optional trip to Macao may be arranged if there is the interest and delegates may stay additional nights. It is hoped to secure a group discount with a hotel in the Wan Chai area of Hong Kong Island.
The cost including flights, six nights hotel accommodation and miscellaneous expenses should be just under £1,000. Invoices will be raised when flights and hotels are booked.
