Winner - Carmarthenshire County Council
Carmarthenshire County Council and its partners have shown an innovative approach to delivering the Bwcabus project which involved the planning, development and delivery of innovative bus services along a strategic bus corridor, integrated with Demand Responsive Transport services operating in a defined zone. The project utilises technology to maximise vehicle efficiency. The project vision has created an integrated rural public transport network which better served the community, improved accessibility, and proved attractive to car users, thereby encouraging modal shift. The success of the project has been demonstrated by customer satisfaction and the number of passenger journeys undertaken.

Transport for London clearly recognised the necessity to understand the most appropriate location for new facilities as well as public transport services. In order to improve the value of TfL's existing accessibility models and to strengthen their role in policy and strategy development, TfL developed a new means of accessibility measurement known as Access to Opportunities and Services (ATOS) which uses existing accessibility data to estimate travel time to a basket of opportunities and services for all transport modes. ATOS is now being used as a key indicator to support monitoring of outcomes of the Mayor's Transport Strategy. - Vale of Glamorgan Council
In 2009 the Vale of Glamorgan Council adopted Supplementary Planning Guidance to provide a basis for seeking and implementing planning obligations, via section 106 agreements. The guidance paid particular attention towards sustainable transport and introduced an easy to understand formula which requires all major developments to contribute towards sustainable transport facilities serving the development. It is clear that the Vale of Glamorgan has been extremely proactive in pursuing Section 106 Agreements for sustainable transport initiatives and was able to clearly demonstrate the benefits which have been delivered.
