Phil Breen has worked for the Driver and Vehicle Standards Agency (DVSA) for over eighteen years, working in both Testing and Enforcement departments. Having been a Traffic Examiner for several years, he brought this knowledge forward into heading up bus compliance for DVSA and now looking after the Earned Recognition scheme. The DVSA Earned Recognition is the flagship Enforcement scheme for DVSA, which enables the agency to free up resource so they can target the serially and seriously non-compliant. This helps us all stay safe on our roads, as well as offering both costs savings to members & giving commercial advantages. The Earned Recognition audit standards, sets a blueprint for what compliance looks like for an operator or business, ensure safe vehicles operators and drivers operate within our towns & cities. This ensures the safest environments for our communities. These audit standards sit alongside commercial modules for contracts relating to TfL, HS2, LPT2, Concrete operations and the Guild of British Coach Operators to name but a few. 

Phil’s role within Earned Recognition is to develop the scheme and engage with the ER members. Also, Phil engages with industry to understand the development and take up of new technologies, that are in line with the ER ethos of safety & compliance. Aswell as informing industry about the Road to Earned Recognition programme, aimed at new operators and helping them get it right from day one.

Across much of Europe from France to Norway, disused railways have been converted to velorails where customers can pedal their way in rail-mounted vehicles to enjoy the passing countryside. This had never happened in Britain or Ireland until the Mayo community of Kiltimagh took the initiative. Their railway which once liked Claremorris with Sligo had been closed to passengers in 1963 and to all traffic in 1975, but unusually the mothballed rails remained intact, and in the face of opposition from people who wanted them lifted to make way for a conventional trail or road the promoters were able to gain permission from Irish Rail to use the section of track stretching 9 km either side of Kiltimagh. Much work had to be done in clearing and repairing the track, perfecting the road crossings and the station area. Funding was from public funds from the Department of Rural and Community Development through Mayo County Council and through the LEADER programme via Mayo LAG and South West Mayo Development Company CLG matched with support from project partners Mayo County Council and IRD Kiltimagh CLG. The velorail opened in June 2023 with 4 and 5-seater vehicles, and offers an experience unique in these islands which promotes active travel while preserving the integrity of the route.

The Thames Valley great is delighted to welcome Councillor Geoff Hill who is Deputy Leader Local Independents and Cabinet member for Highways and Transport, Customer Service Centre and Employment.



Councillor Hill will provide an update & a presentation on the new Maidenhead cycle routes now the public consultants are fully completed with settled designs.

Cyclists in Maidenhead now have a dedicated new 1.3km cycle route, making healthy active travel across the town safer and more convenient, thanks to the completion of the £2.8m Missing Links route. 

The Royal Borough of Windsor & Maidenhead has constructed the new route in phases, with the final part focused on upgraded paths, a new bridge, landscaping, and signs at Town Moor. The whole route connects current and future residential areas in the north with the town centre and railway station to the south. Pedestrians can also use it.



The overall scheme, mostly funded by government’s Local Growth Fund through the Berkshire Local Enterprise Partnership (LEP), includes improvements at a number of key locations to help people transition to cycling or walking for shorter journeys, supporting the council’s work to tackle climate change. 

The council would like the route to be adopted into the National Cycle Network in due course.

Organised horse bus routes first began running in Brighton and Hove around the middle of the 19th Century particularly once the London railway arrived in 1841.It was in 1935 that Tilling formed a new separate company the Brighton, Hove & District Omnibus Company Ltd (BH&D) as an autonomous subsidiary of the parent group.  Buses were branded as Brighton, Hove & District and continued to run alongside the Corporation’s trams and the motor buses run by Southdown.
 
It’s pleasing that nearly 90 years later, the Company is still locally branded and, as then, is an autonomous subsidiary of a London based parent – the Go-Ahead Group – which, like Tilling, has transport interests in London and other parts of the UK.  Much has happened in the intervening years, and Ed Wills, Managing Director, will outline the company’s plans for the future.

Clare Bottle is CEO since 2021 of the UK Warehousing Association and Vice-Chair of Women in Logistics UK, which she co-founded 15 years ago with Ruth Wareing during a career that has taken her through the chemicals, construction and food & drink sectors.  Her strategic leadership experience stems from varied board-level involvement at CILT, Transaid and chairing a school board. At UKWA, which she joined from Coca-Cola Europacific Partners, she has pursued an agenda of economic, social and environmental sustainability, as well as driving diversity and inclusion. At the 2023 CILT Awards for Excellence, Clare won the prestigious Sir Robert Lawrence Award, which recognises the lifetime achievement of an individual, for their outstanding and sustained contribution to the profession of logistics and transport. The Year of Warehousing is a high pro-file, year-long campaign to highlight the critical role of warehousing in supply chains, the sector’s major contribution to the UK economy, the essential employment of 1m people, and the key role it is set to play in embracing solar power to achieve UK’s net zero goals. It coincides with the 80th anniversary of the Association’s inception in 1944, and includes an ambitious programme of 80 site visits across the UK by Clare, whose aim is to showcase the high tech, fast-moving working environ-ments inside UK’s warehouses.

Attendance will be limited to a maximum of 36 and attendees will be vetted by Diamond Light Source prior to confirmation.

The UK’s largest particle accelerator is undergoing a upgrade programme starting next year and running through to 2029, it is the largest ever investment in UK science. It will involve construction of a new, even brighter synchrotron machine, which is essentially a giant microscope, producing light 10 billion times brighter than the sun.  The light is directed, via beamlines, into laboratories where research takes place in virtually all fields of science from health to energy.




To underpin this a logistics plan is currently being designed that creates a network of local and remote storage, kitting and assembly operations from scratch. 

A project team will handle the receipt, assembly and despatch of 17,000 SKUs of largely bespoke scientific instrumentation. Much of this is both very heavy and extremely sensitive. At the same time there will be a complex and overlapping extraction and removal process. Metal recycling will also form a big part of this project.   





Diamond Light Source, along with CILT Defence Forum and Central Southern Region will run a workshop to scope the art of the possible and look for innovative movement and temporary storage solutions for this project. Defence heavy-lift and expeditionary storage experts are already engaged in this, but wider industry experts are sought to workshop ideas about the most appropriate strategy to apply to this unique endeavour. 

After an initial briefing, there will be a descriptive tour of the facility giving unprecedented access to the current particle accelerator.  The workshop will then discuss concepts and exchange ideas about how to approach the programme.  The workshop will be held in the Diamond Light Source boardroom.
